National Defence is moving to strengthen environmental oversight at military bases after federal inspectors flagged refrigerant testing failures at C-F-B Kingston.
Environment and Climate Change Canada warned the base in January that five rooftop air conditioning units had not received required leak tests in 2023.
Documents also reveal three major refrigerant releases over two years, while officials blamed staffing shortages and inadequate maintenance records for the violations.
Although the problems were corrected and fines are not expected, other defence facilities have faced 37 enforcement measures over the past decade.
With federal defence spending increasing, the department now plans to hire additional compliance staff and expand maintenance contracts at Kingston.
Officials caution that clearing the existing maintenance backlog will take time.
